Mubende Municipal Council Begins EDRMS Onboarding with the Ministry of Public Service

Mubende Municipal Council has begun onboarding onto the Electronic Document and Records Management System (EDRMS), a step toward modern, efficient and accountable records management in the municipality.

Background

The Ministry of Public Service carried out an EDRMS site readiness assessment in the district on 25th February 2026. In a letter dated 10th September 2026, addressed to the Town Clerk, the Ministry confirmed it would provide hands-on support in streamlining the Council's manual records management system and onboarding it onto the EDRMS, with effect from 28th September 2026.

The onboarding is led by a team from the Ministry of Public Service:

What is EDRMS?

EDRMS is a government system aimed at enhancing efficiency, accountability and service delivery. Its key features include:

- Centralized document storage

- Secure user authentication and access control

- Version control and audit trails

- Workflow automation and approvals

- Records retention and disposal schedules

- Advanced search and retrieval

- Integration with email and other systems

Objectives

- Improve records management and access across ministries, departments, agencies and local governments

- Ensure the authenticity, reliability, integrity and usability of public records

- Support digital transformation and paperless workflows within the public service

- Enhance accountability and decision-making through timely access to information

Key Requirements

For the system to run smoothly, the Council needs a duplex scanner, computers with the latest application software, internet connectivity and official email addresses.

Moving from manual files to a digital system means records can be found faster, protected better and managed more transparently. This supports quicker service delivery to residents and more informed decision-making.
